George Washington DBQ (In-Class Assignment)

Hello, All.  Here is your assignment for today.

1. Sign in, to your WJPS account.

2.  Carefully review each of the DBQ's.   Based on the documents, and your knowledge of US History, please answer the questions that follow.  You may use your class notes, GRQ's, and any other resources you may have at your disposal.

3.  Post your answers to the questions, in the "comments" section of this blog post.  Beware:  You can't see anyone else's comments until I approve them, so you can't wait for someone else to finish, and copy theirs.  :-).

4. This is due, BEOP.  If you're feeling "spicy," and want extra credit, complete the essay that accompanies this DBQ (due tomorrow).  This assignment will replace your lowest test grade for the semester.   Here's an outline to help you.

Virginia opposed Hamilton's plan to pay off the debt because, there was "no clause in the Constitution authorizing Congress to assume the debts of the states." They believed this action was in violation of the Constitution.

2. Another reason people opposed the plan was because they were not wealthy enough to pay. They were forced to pay off their own debts after the war and were left with little money so they felt by paying extra taxes, they were paying too much.
3. Jefferson greatly opposed the national bank. He felt that the national government did not have the power to start a national bank.
4. They disliked each other very much, They had very different opinions on how the US should be run and what kind of powers the government had.
5. He felt that the US was not strong enough to go into a war and the government that the US had was so new that it would be risky to try anything. This made him announce the neutrality proclamation.
6. He felt that he had to take action so quickly because he was afraid of it becoming too out of hand. He didn't want others to join in on the rebellion so he put a quick stop to it.
7. Hamilton felt that the rebels were wrong and had to be put to a stop. Jefferson felt that there shouldn't have been taxes un the first place so he probably agreed with the rebels. He probably wouldn't have wanted to be so aggressive so quickly.
8. He mainly referred to the neutrality proclamation and political parties. He advised to steer clear of parties and also steer clear of permanent alliances.
9. He was probably so concerned about these issues because he has seen these issues come up already and he doesn't want them to destroy the country. He felt that political parties will split the country and getting involved with other countries will destroy the new nation.

3. Thomas Jefferson thought that the back have not been delegated to the national government. He also stated that it was against the law of monopoly.
4. Jefferson and Hamilton did not like each other. They disagreed on what would benefit the country. Jefferson felt that Hamilton was perverted towards the British government.
5. Washington issued the Neutrality Proclamation because he felt like the United States' military for to weak to fight with the British and the French.
6. Washington felt like he had to act quickly because he didn't want the farmers' protest to lead to not paying their taxes.
7. I don't think so because Hamilton agreed on the same tax plan.
8. Two of Washington's issues was fear of conflict between other countries and conflict between two political parties.

1. Virginia opposed Hamilton’s idea because they said the constitution did not allow the federal government to do it.
2. It talks about how they don’t want to pay for the debt of other states, who did not tax their people as much to pay off their debt for the war.
3. He believed that the constitution did not allow the federal government to create a national bank, and that it would have to much power.
4. They did not like each other's political ideas, and that led to disputes between the two of them.
5. He means that he does not want the U.S to take sides, or get involved with European politics and wars, and just keep to themselves except for trade.
6. He had to show that the U.S would not let their own people get away with whatever they want, and show that they had laws that they could enforce by force if necessary.
7. Jefferson probably supported the farmers, due to him believing in lowering the taxes, and Hamilton probably opposed the farmers, since he was the one to put the tax in place.
8. He was referring to having political parties, like Republicans and Democrats, and he was also talking about being neutral to European nations, and staying out of their politics.
9. He was scared that the country would divide itself if there were political parties, and he was scared that if they got involved with European wars and politics, that they will get attacked themselves.

Virginia did not want the national government to pay off the debt because then there would be no money left in the national government bank. Virginia wants the states to pay the debt off.
The first part of the document suggests that the constitution does not authorize congress to assume the debts of states.
Thomas Jefferson opposed this plan. He thought states should charter banks that could issue money. Jefferson also believed that the Constitution did not give the national government the power to establish a bank. Hamilton disagreed on this point too.
Jefferson disliked Hamilton because they were political rivals and had opposing views.
The Proclamation of Neutrality was a formal announcement issued by U.S. President George Washington on April 22, 1793, declaring the nation neutral in the conflict between France and Great Britain. It threatened legal proceedings against any American providing assistance to any country at war.
Washington had to act quickly because many people will start to rebel and that could have caused war.
Jefferson did not want the whiskey rebellion but Hamilton wanted to enforce it.
He was referring to the effects of the political parties and to steer clear of permanent alliances.
He was concerned about these issues because he didnt want America to fall into a war that they can no longer pay off and support.

1. Virginia opposed the plan to have the national government pay for the states' debt because there was nothing in the constitution that gave Congress the responsibility to pay the debts of the states.
2. During the years after the constitution under the AOC, the states taxed their citizens to pay their own debts, but they did not want their citizens paying the overall debt of the US because some states owed more than others, and it wouldn't be fair to tax those who spent less the same amount.

Document one

Virginia mainly opposed Hamilton’s plan because it involved paying a fixed amount to get rid of the national debt. They believed it was unfair considering they had already payed off their own debt, but now they had to pay for other states as well. Another reason was that it violated the constitution.

Document two

Jefferson believed a national bank gave too much power to the federal government. He believed it to be against the laws of a monopoly. He saw it as a wrong that a government should not be able to control.

Document three

Jefferson and Hamilton saw each other as rivals because of their different plans and ideas on many topics. The creation of the financial plan created by Alexander Hamilton split the two into different parties which argue for their own viewpoints.

Document four

Washington knew that the current United States was very weak both economic and military wise. This is why he instituted the neutrality proclamation in order to stay away from the ongoing war between the French and British.

Document five

George Washington did not want the current revolt to turn the same way Shay’s rebellion did which is why he sent the militia in order to keep the order and put down the riot. Jefferson would have supported the rebellion since it had to do with paying tariffs to raise revenue while Hamilton would not have supported since it was his plan.

Document six

Washington warned the United States to stay clear from permanent alliances and political parties. He knew these issues would split the United States into two sides to either help or be against the side.

He felt that it was against the laws of monopoly to give the Federal Government so much power and that it would create a power in-balance between the National and State governments.

4) Jefferson thought that Hamilton was a corrupted man who favored the British example of government. Hamilton thought that Jefferson was against the ideas of 'good government' - and was even dangerous to the union, peace, and happiness of the country.

Document 2: Jefferson firmly opposed the bank. In his statements, Jefferson points out the dangers and wrongs he saw in establishing the national bank by stating that the powers would be given to the wrong form of government. In addition, he states that the bank is against the laws of monopoly, as well as the idea of granting laws that make states superior to others is wrong.

Document 3: As the description of the document states, Hamilton and Jefferson created a feud between each other, in which became bitter,mean, and nasty. Jefferson believed Hamilton was corrupt because he was a monarchist and follower of the British government. Hamilton, on the other hand, believed Jefferson was “Womanly” in that his system of government didn’t follow up to the expectations of a “Man”, and that alliances with France were to feminine. Document 4: The “Neutrality Proclamation” was issued by Washington to avoid his concern of Americans following the disputes between Hamilton and Jefferson, in that they’d take sides during the war. In the act itself, it’s statements suggest that the proclamation would “require that it should with sincerity and good faith adopt and pursue a conduct friendly…” This citation shows that the proclamation was used to maintain peace, rather than create controversy.

Document 5:
Washington felt that he had to act quickly and firmly in the situation because it would avoid the controversies that were created by tariffs, in a quick way.
Hamilton and Jefferson opposed viewpoints on the Whiskey Rebellion in that Jefferson was against taxes, as he favored a more lenient system of government, however Hamilton believed taxes and tariffs could be used as a benefit.

Document 6: In his farewell address, two major issues Washing refers to are

Washington was so concerned about these issues because he was a major supporter of peace, and believed that this would be the best way to rule a nation. He hoped that the next President would maintain the systematic ways of ruling he had created, in that he felt it was the best for the country and should not be avoided.

6. In President Washington's Farewell Address, he expressed his ideas of not forming any permanent alliances with any other countries. He believed that this would only weaken the country as a whole. He also wanted to have as little political connection with other countries as possible. "We must steer clear of permanent alliances with any portion of the foreign world."

1.Virginia felt that they already paid their share of the debt. Virginia assumed that they were perhaps "over paying" the remaining amount of the country's debt and concluded that this violated the constitution.

2.The representatives of Virginia thought that they were paying the debts of the other states as well,therefore they were opposed to Hamilton's plan. Jefferson was also opposed to the plan for several reasons. Jefferson stated that it was against the laws of monopoly to grant its powers and allow it to establish its own laws and become serperior to the states.

3.Since Jefferson opposed Hamilton's plan, an argument between the two came into play. Jefferson was strictly against Hamilton's plan and began to criticize him, this sparked conflict between the two.

4. Washington issued the neutrality proclamation to stop the conflict between France and Great Britain. Washington also issued this to assist other countries during war.

5.Washington issued the proclamation very quickly to put an end on the conflict between France and Great Britain.Washington felt that the war would significantly effect our security . Hamilton and Jefferson on the other hand had different views on what Washington was attempting to establish.

Washington was so concerned about these issues because being president, his job was to protect his people. He wanted to make sure he did everything the best to his ability. Also, Washington knew how weak the US military was, so getting involved in foreign matters would destroy the US.

1) Jefferson did't agree with Hamilton's Plan because it took power away from the states and the national bank made the laws superior to the state laws.

2) Hamilton believed that stronger central government is better because they were able to put the Whiskey Rebellion down using militia men unlike the Shay's Rebellion. However, Jefferson thought that it was wrong calling the militia men because it shows harm to the citizens.

2.Hamilton opposed the whiskey rebellion because of the farmers were rebelling his plan. Since Jefferson Opposed it to so he decided to make the plan official.

Another reason why states like Virginia would oppose Hamilton's plan is because they had heavily taxed their citizens already to get rid of their debt, and they found it unfair and unneeded for them to tax their citizens again to pay off the debt of other states that had not gotten rid of their debt.

1. Jefferson though Hamilton's plan for a national bank violated the Constitution as no where in it was the right to create a national bank given to the federal government. He also felt that the bank held to much power, power that would threaten the well being of the states, and that the laws of the bank would be superior to those of the states.

1. President Washington felt his had to act quickly and firmly to show the power and efficiency of the new government, and to show the new government's ability in dealing with such a rebellion being superior to that of the old government under the Articles of Confederation.

1. The two major issues if his presidency Washington was referring to was the development of factions around Hamilton and Jefferson, each with differing beliefs and agendas, and how the United States was nearly forced upon into a foreign war and an alliance with either the French or the British.

2. Washington was so concerned about these issues because one could destroy of the United States from the inside through discord and disunity, while the other could cause the downfall of the United States from an outside power though to it being dragged into wars and conflicts that the nation could not handle.

1. Virginia opposed Hamilton's plan to have the national government pay the debts of the states because since they were a big state and could pay off their own debts, they had a small debt and Hamilton's plan would make Virginia help pay the debts of other states.
2. Another reason Virginia opposed is because they had already taxed their own citizens in order to pay off their own debts. they asked: should their citizens now be taxed to pay the debts of the other, less-frugal states?
3. What Jefferson thought about Hamilton's plan for a national bank was that it was a bad idea/plan because the congress was not authorized to create a bank and he believed that what the constitution did not permit it forbade.
4. Jefferson thought that Hamilton believed in a loose government and that he was a monarchist and that Hamilton believed in a loose government. Hamilton believed that Jefferson's idea of a strict government was a bad idea and that he was too attached to France and resented the British too much.
5. Washington issued the Neutrality Proclamation because the nation was too weak and divided to enter war. The U.S. military was too weak and the new government was new and untried. HE believed treaties should only be made temporary and in only emergency cases.
6. Washington felt he needed to act quickly because he needed to avoid violence and not let the people view the new government as weak.
7. Jefferson viewed the Whiskey rebellion as a good thing because it supported his views that the government had too much power and did not protects peoples rights. Hamilton viewed the rebellion as a bad thing because he feared it would lead to future rebellions and lead to the same relationship America had with Britain.
8. The two major issues were: having political parties and Washington warned not to have permanent alliances with foreign nations.
9. Washington was concerned about these issues because he believed political parties would divide the country and permanent alliances would make Americas military weaker and involve them in conflicts that they could've avoided and weren't part of, resulting in more enemies and a weak defense.
